Grammar-wise it's not correct. The correct wording would be:

Yet, the  meaning of the phrase: "Save the address of idea which has already been proposed" is not clear. What does it mean?

I tried to find it out by clicking on the link "Check the location", but it produces a blank page. Quite a mess!
