  1. Create a humanitarian catastrophe in a neighbouring country
  2. Channel an unneding flow of refugees to Euripean Union countriies until they start begging for merci
  3. Ask EU to give you Euro 6 billion for accepting the refugees back
  4. Take the money and suspend the humanitarian catastrope in the neighbouring country for a while so the refugees could return home.
Whenever required, repeat the 4 steps.
