Currently, when a SIM card is issued, a person must must be present physically and show the passport.

What if a person cannot go personally to the telecom office due to some disability? What if a personal located abroad lost his/her SIM card? Teleconfrmation service would solve the problem. A relative/ friend comes with an ID and establishes a teleconference with the,SIM card seeker. It should be good enough for person identification pruposes.
